PUBLIC PARTICIPATION NOTICE

This meeting will be held in person and virtually on Zoom. It will also be broadcast on Channels 27 and 99 and livestreamed on https://www.townoffairfax.org/watch-live-2/ and https://www.cmcm.tv/27. Unless a member of the City Council is attending the meeting via teleconference pursuant to the provisions of AB 2449 (2022), if a technical error or outage occurs on the Zoom feed, the Town Council will continue the meeting in public at the Fairfax Women’s Club.

Public Comment:

  • Speakers are limited to two (2) minutes.

LAND ACKNOWLEDGEMENT

The Fairfax Town Council acknowledges that we are located on the un-ceded ancestral lands of the Coast Miwok people of present-day Marin County. We honor with gratitude the land itself, and all of its ancestors: past, present, and emerging.

MEETING PROTOCOL

The Mayor shall maintain order at the meetings. The Council and the audience are expected to refrain from using profane language and/or ridiculing the character or motives of council members, staff, or members of the public and to maintain the standards of tolerance and civility. Please turn off all cellular phones or place them in silent mode.

The Town Council will review the agenda at 10:00 P.M. to ascertain which items, if any, will be continued to another meeting. Any matter not started by 11:30 P.M. will be continued to an adjourned or regular council meeting unless the Council votes to suspend this rule.

PRESENTATIONS

Public Comment for Presentation items will happen once, rather than after each individual presentation. During the public comment period on Presentations, speakers may comment on any item from this section of the agenda. Each speaker will have up to two minutes and may only speak once.

OPEN TIME FOR PUBLIC EXPRESSION (Up to 30 minutes)

This is the time to address the Council on matters not on the agenda. All comments are limited to two (2) minutes. The Council is not permitted to take action and state law strictly limits the right of the Council to discuss any unagendized item. (Gov. Code §54954.2). If there are still raised hands after 30 minutes, Open Time will be continued to the end of the agenda.

REGULAR AGENDA

1. Adopt Resolution Amending Annual Salary Schedule for Fiscal Year 2024-25 to Reflect Salary Range Adjustments Effective July 1, 2024 for all Positions, and Showing New Base Salaries Changed by Labor Agreements – Town Manager Heather Abrams, Finance Director Michael Vivrette

2. Discussion on Naming Options for the 100-Acre Open Space Property (Commonly Known as the Wall Property) – Town Manager Heather Abrams

Adopt a Resolution Authorizing the Town Manager to Enter into an Agreement with Infilla for an On-line Permitting System; Accept a Grant in the Amount of $25,000 from the Partnership for the Bay’s Future; And Authorize the Town Manager to Pay for Contracted Services with Infilla – Planning and Building Services Director Jeff Beiswenger

4. Authorize the Town Manager to Sign a Memorandum of Understanding (MOU) with Marin Clean Energy (MCE) and pay up to $6,000 to Implement an Incentive Program for Fairfax Residents to Sign Up for MCE Deep Green (100% Renewable Energy) – Town Manager Heather Abrams and Climate Action Coordinator Bridget Wipfler

8. Receive Second Notice and Approve Amendments to the Employment Agreement with Rico Tabaranza, Police Chief, for the Period of July 1, 2024 through June 30, 2028 – Town Manager Heather Abrams

9. Adopt a Resolution Authorizing the Display of Veteran’s Day Banners during the Month of November 2024; authorize use of staff time to place flags – Town Manager Heather Abrams

10. Receive report of Town Hall closure and winter furlough days for Town Hall employees from December 24, 2024 to January 2, 2025 – Town Manager Heather Abrams

11. Authorize The Mayor to Sign a Letter Requesting That the District Attorney Address Consumer Fraud Involving Vehicles That Are Not E-bikes – Police Chief Rico Tabaranza

12. Adopt a Proclamation Recognizing October as Domestic Violence Awareness Month – Mayor Coler
